The short answer
Pacific Power reached a settlement in its 2027 Oregon rate case (docket UE 470). Pending final approval, new rates take effect April 5, 2027. A 9% general rate increase is largely offset by lower power costs and other adjustments, so residential customers would see a net average increase of about 0.3% compared with April 2026. Over the past five years, Pacific Power's residential rate has risen about 56%.

Context
Why a small year still isn't flat
Offsets like lower power costs can change from year to year, while general rate increases tend to stay in base rates. Pacific Power's residential rate has gone from about 10.9¢ to 17¢ per kWh since 2021.
Pacific Power also serves the parts of Oregon with the highest wildfire risk, and wildfire mitigation and liability costs are an ongoing pressure on its rates.
