Commercial solar refers to solar photovoltaic (PV) systems installed on businesses, industrial facilities, nonprofits, public buildings, and multi‑unit properties that generate electricity to offset grid power usage. Commercial Solar Incentives in Oregon

1. Energy Trust of Oregon (ETO) Cash Incentives

  • ETO offers cash incentives for commercial solar installations to customers of utilities like Portland General Electric and Pacific Power.

To help you plan and determine the solar potential of your project, ETO offers a solar development assistance incentive to offset the upfront cost of a feasibility report, which will provide you with a custom system design and cost-benefit analysis.

Requirements for Solar or Battery development assistance for projects is one of the following:

  • New building
  • Solar + storage
  • Nonprofit
  • Government entity
  • Tribal Nation
  • Utility grant applicant

2. Utility Rebates & Net Metering

  • Some utilities (e.g., Pacific Power) offer additional rebates on a per‑watt basis for business systems.
  • Oregon’s net metering policies allow businesses to receive credits for excess generation fed back to the grid.

3. Grants & Other Programs

  • Beyond ETO and federal tax credits, businesses may access state/community grants, rural energy support (e.g., USDA REAP), and accelerated depreciation tax benefits (MACRS)*.

4. Commercial Solar Tax Advantages for 2026+ Installs

Federal incentives can still lower your net project cost—and improve year-one cash flow—when your system is placed in service in 2026 or later.

Claim a federal clean electricity investment tax credit (ITC).
Projects placed in service after December 31, 2024 may qualify for the Clean Electricity Investment Credit (IRC §48E). The IRS lists a 6% base credit, which can increase up to 30% when prevailing wage and registered apprenticeship requirements are met, with potential +10% adders for domestic content and for certain “energy community” locations. The IRS also notes the credit can be transferred (or, for certain entities, taken as direct pay).

Accelerate depreciation to improve after-tax ROI.
Qualified clean energy property placed in service after December 31, 2024 may be treated as 5-year MACRS property (accelerated depreciation).  If you claim the federal credit, your depreciable basis is generally adjusted (commonly described as a basis reduction tied to the credit amount).  And as of the IRS’s January 2026 guidance, 100% bonus depreciation is available permanently for qualified property acquired and placed in service after January 19, 2025—your tax advisor can confirm whether and how your solar assets qualify under §168(k).

Our NABCEP-certified crews complete installation with minimal disruption to daily operations. Most installs are completed with no business downtime. Utility interconnection and inspections follow immediately after.

6. Commissioning & Handoff
