Net metering
Is Oregon ending net metering? What AR 688 actually changes
A plain-language look at the Oregon PUC rulemaking, what it changes for solar owners, and what it doesn't.
- Oregon-owned since 2009
- 3,500+ systems installed
- Updated November 4, 2026

The short answer
No. Oregon is not ending net metering. Oregon PUC docket AR 688 updates the state's small generator interconnection rules (Division 82) and net metering rules (Division 39): study timelines, construction deadlines, reporting, and options like one disconnect switch for multiple systems. It does not eliminate the bill credit you earn for solar you send to the grid. A rulemaking hearing is scheduled for December 3, 2026.

What stays
How Oregon net metering works today
For PGE and Pacific Power customers, solar you send to the grid earns a credit on your bill. Credits carry forward month to month, so long summer days help cover winter bills. Once a year, unused credits are donated to low-income energy assistance.
That structure is not what AR 688 is about. If that changes in a future proceeding, we'll update this page.
